Aida Spahić was born on 22 October 1975 in Banjaluka. She has finished her elementary and high school education in Banjaluka. She graduated at Faculty of Philosophy, University of Sarajevo, Department of philosophy and sociology. She is a student of postgraduate studies at Faculty of Political Sciences, University of Sarajevo, Department of sociology, and currently works on her Master thesis. She works in Civil Society Promotion Center in Sarajevo as a project manager at the civil society department. Also works on activities related to strengthening the civil society in Bosnia and Herzegovina. As Open Society Fund's scholar, she has done the research on local self-governance and produced the policy study entitled “Influence of quality management standard on the increase of direct citizen participation in decision-making process at local level”.
Occasionally writes for monthly magazine “Local self-governance”.

Dino Đipa was born on 06.11.1968 in Sarajevo, and completed primary and secondary school in Sarajevo. Completed an undergraduate degree at the Department of Psychology, Faculty of Arts, University of Sarajevo in 1995. Completed postgraduate studies at the Department of Psychology, Faculty of Arts of the University of Zagreb in 2000. Was employed at the Psychiatry Clinic of the Medical Center of the University of Sarajevo, and with the Department of Psychology, Faculty of Arts of the University of Sarajevo. In 1996 co-founded Prism Research, now the largest research organization in B&H in social, market and media research. Has led well over 100 various research projects in B&H and countries of the ex-Yugoslavia. In 2005 co-founded CEPOS – Center for Policy Studies. Within CEPOS has been the lead researcher on a number of research projects.

Rebeka Kotlo (1977) is an assistant lecturer at the Law School, University Dzemal Bijedic, Mostar, department for the State Law and International Public Law, the Coordinator of the Human Rights Center in Mostar, a non-governmental organization and Open Society Fund Bosnia and Herzegovina – Soros Foundation Fellow through the Program for Research Support in the Area of Public Policies, as well as through the Project Democracy Development Assessment in Bosnia and Herzegovina.

Aleksandar Draganic, Researcher-Consultant at the Enterprise Development Agency (Banja Luka, Bosnia and Herzegovina), has two years of experience in the area of local governance, and SMEs and entrepreneurship, gained through participation in the EDA projects. Although the experience is not big (partly due to the leave for further education in 2002-2003), he has valuable knowledge in economics, local government reform activities, management, policy making, and development economics. As the part of the EDA team, he is currently involved at the project “Introduction of unique European standards and methodology in evaluation of local administrations in B&H according to the CAF (Common Assessment Framework) Model.” funded by the OSF Bosnia and Herzegovina. Also, he participates in the OSF’s “Policy Development Fellowship programme” with the study “Benchmarking in local authorities – The way for B&H”. He has also been involved in numerous capacity building activities. He provides expertise and assistance in local governance reform projects in areas of his competence. Participate in the EDA’s training activities as trainer (Creation of business plan – How to start your own bussines). Participate in writing project proposals (application of the Project Cycle Management technique). His plans are based on applying his core competencies in making future public policies in Bosnia and Herzegovina.

Finished grammar school in Tuzla back in 1996. He graduated from the Faculty of Criminal Justice Sciences, University of Sarajevo in 2000. At the very beginning of 2005 he got his LL M in Criminal Law from the School of Law, University of Mostar where he publicly defended his master thesis titled “Provisions of European and Other International Conventions on Organized Crime – With a Special Emphasis on Guilt and Punishment of Perpetrators”. He has published in both Bosnian and English language and he participated in numerous national and comparative international research projects. Currently, he is working as a Senior lecturer of Criminal Law at the Faculty of Criminal Justice Sciences, University of Sarajevo.

Mia Sidran was born in Sarajevo, Bosnia and Herzegovina. She lived in Canada where she completed her Bachelor of Arts degree in archeology and history at the Simon Fraser University, Vancouver. She completed her Master of Arts degree, European Regional Masters in Human Rights and Democracy in Southeast Europe, in cooperation of the University of Bologna, Italy and University of Sarajevo, Bosnia and Herzegovina. She worked as an academic tutor and chief academic and project coordinator of the Center for Interdisciplinary Postgraduate Studies of the University of Sarajevo. Currently she works as the Head of Education Department of Forum Syd Balkans in the regional coordination office in Belgrade, Serbia and Montenegro.
She is a member of the national expert team drafting the Bosnia and Herzegovina Plan of Action for Gender Equality according to the UN Beijing Declaration and Platform for Action, Gender Center of the Federation of BiH, as well as a member of the curriculum development board and the expert team for the program of certification of the high school teachers for the Subject “Democracy and Human Rights”, CIVITAS@BiH, Sarajevo, Bosnia and Herzegovina. She is a member of ACIPS and its Executive Board.
