In the last couple of years we have witnessed different initiatives for changing the Constitution of B&H (Annex IV of Dayton Peace Agreement). Many of these initiatives were proposed by political parties or by a relatively narrow circle of civil society, and the remainder by representatives of the international community. The Constitution, as a political-legal act, which determines the organization of the State and the basic human and citizen rights is the legal basis for all laws. As such, the Constitution (and its amendments) should be in the interests of the public as a whole and the result of a consensus between all the interested parties.
Aiming to offer a somewhat different approach to the issue of constitutional change, which would be based on the analysis of different aspects of the Constitution which could represent an obstacle in the development of modern democracy in Bosnia and Herzegovina, and the arguments for changes that should be implemented, The Open society Fund - Bosnia and Herzegovina initiated a project "The Constitution of Bosnia and Herzegovina - Towards New Solutions". For that purpose, eleven authors were engaged who evaluated the existing Constitution and gave suggestions for changes:
