Democracy Assessment in BiH

Open Society Fund Bosnia and Herzegovina presented the research under the title “Democracy Assessment in Bosnia and Herzegovina” on Wednesday, March 15.


The research was conducted in accord with International IDEA (International Institute for Democracy and Electoral Asssistance) methodology that is itself rooted in methodology developed ten years ago for the purpose of Democracy Audit in the Great Britain.

The Assesment framework is composed of 14 sections grouped in so-called four pillars of democracy – Citizenship Law and Rights, Representative and Accountable Government, Civil Society and Popular Participation, International Dimensions of Democracy. The 14 researched sections or 14 thematic areas, contain all the basic principles of a democratic society, including: Civil and political rights, Free and fair elections, Democratic role of political parties, Government responsiveness, Civilian control of the military and police, Minimising corruption, The media in a democratic society, Decentralisation, etc.

To date, nearly all reports, assessments and recommendations for democratic development in BiH were produced by the international organizations, and this is the first time the authors of the report are from BiH. The entire research process lasted a year and it involved 14 authors –researchers of various fields– as well as over two hundred local experts.

The presentation of the research was held at the Centre for Interdisciplinary Postgraduate Studies of the University of Sarajevo, where the audience was addressed by the Ms. Keboitse Machangana from the International Institute for Democracy and Electoral Asssistance - International IDEA from Stockholm, the reviewers of the report Prof. dr. Ugo Vlaisavljević, dr. Nerzuk Ćurak and representatives of the OSF BiH.
